Terms of Reference: Review Financial and Human Resources Procedures

Rikolto in East Africa is part of the Rikolto network, an international NGO with more than 40 years of experience in partnering with farmer organisations and food chain actors across Africa, Asia, Europe and Latin America. Rikolto aims to contribute to the development of a dynamic, sustainable and inclusive agricultural sector with family farmers providing quality produce for own consumption and for diverse markets (national, regional and international markets). Rikolto in East Africa operates in three countries Tanzania, Uganda and Democratic Republic of Congo with possibility of extending to Rwanda in coming years.

Job purpose

To streamline internal policies, which includes Finance Manual (financial and procurement procedures) and Human resources Manual, for three countries where Rikolto in East Africa operates. The two policies will enable Rikolto in East Africa to adhere and comply to all statutory obligation of countries of operation while ensuring donors requirement in all aspect of staff recruitment, rewards, procurement and financial procedures.

Key tasks

  • Review the financial and human resources policies in Tanzania, Uganda, and the Democratic Republic of Congo, identify areas with strengths and weaknesses and proposes the way forward. The review should consider all land laws in three countries on areas of tax, statutory compliance, labour laws, etc
  • Review all comments on internal and external audits relating to policies either financial or human resource policies and resolve the matter by rectify the manual based on management responses while considering each country requirement and principles of good practices.
  • Identify major donors (current and prospective) requirement in financial, procurement and human resources procedures and include them in respective policy.
  • Develop appropriate tools relevant in analysis of cost/price for internal use of Rikolto in East Africa.
  • Establish all necessary procedures to ensure compliance to International Public Sector Accounting Standards (IPSAS) for Tanzania this is mandatory as of 2022, as a network organisation it will be appropriate to operate on the same standards across all our offices in East Africa. This will include identify the gap, recommend way forward and establishment of all necessary tools to ensure smooth beginning of IPSAS compliance.
  • Propose acceptable rates on fixed asset depreciation according to their categories and classes in all three countries to ensure compliance of each country tax regulations and ensuring clear tax computations for each country.
  • Establish procedure for monthly and end of year closure process and include it in the financial policy.
  • Review Staff Status Manual and Safety Measures Manual for Rikolto in Congo, and include related components for Uganda and Tanzania and come up with Staff Status Manual and Safety Measures Manual for Rikolto in East Africa (Congo, Tanzania and Uganda)
  • Review Human Resources Manual and Finance Manual for Rikolto Tanzania and Uganda, and Administrative, financial and accounting procedures manual for Rikolto in DRC and come up with two manuals; Human Resources Manual and Finance Manual for Rikolto in East Africa (Congo, Uganda and Tanzania)
  • Note: The work should be completed within 15 working days from date of contract signing.

Key Deliverables

  • Recommendations relating to current policies in use
  • Develop and share checklist of important matter for Non-Governmental Organisation compliance in each country.
  • Develop and share appropriate tools relevant in analysis of cost/price for internal use of Rikolto in East Africa.
  • Develop and share appropriate tolls relevance to IPSAS procedures and compliance.
  • Share the skills to Rikolto in East Africa staffs to ensure compliance and future updates when required.
  • Staff Status Manual and Safety Measures Manual for Rikolto in East Africa.
  • A well-written finance Manual and Human Resources Manual for Rikolto in East Africa.

Education and experience

The firm/individual must have at least the following:

  • Qualified Accountant, Human resource or equivalent with master’s degree in procurements/supply chain, business, accounting, finance, or economics.
  • Good knowledge of relevant PC software. Knowledge of Navision, Tompro is an asset
  • At least ten years of experience in establishing financial and human resource policies, procurement management, on Non-Profit Organisations in East Africa region.
  • International NGO experience is an asset
  • Fluent in English is mandatory, Knowledge of French or Swahili will be appreciated

  • References with detailed contact address of at least 2 organizations in which the consulting firm provided similar services recently
