Rikolto in East Africa seeks a consultant (individual or firm) to deliver Training of Trainers (ToT) for 96 local trainers and WUA leaders across Katavi region, Tanzania, under the IKI Katuma project. The consultant will develop and deliver training on water use efficiency, regenerative agriculture, and sustainable resource management, and produce practical training materials for cascading knowledge to 10,000+ water users. Qualifications: 10+ years’ experience in community training on water conservation and agroecology; familiarity with Tanzania’s integrated water management frameworks and irrigation policies; experience working with WUAs and community-based conservation. Training of Water Users on Water Management, Water Use Efficiency and Environmentally Friendly Farming Practices
Project Title: Conservation of Biodiversity in Wetlands through Integrated Water Resources Management (IKI KATUMA)

1. General Information

1.1 Background

Rikolto collaborates with diverse food system actors to address complex challenges such as climate change, biodiversity loss, and the lack of access to healthy food. Conserving biodiversity and protecting the ecosystems on which food systems depend are top priorities. Through partnerships with farmers' organisations, Rikolto promotes professionalisation, governance strengthening, and the adoption of regenerative agricultural practices. This includes building the capacity of Water Users Associations (WUAs) to manage water resources sustainably and train their members on water-efficient techniques.

Rikolto in Tanzania, with funding from GIZ, is implementing the IKI Katuma project in collaboration with the Ministry of Water, IUCN, and SNV. The project seeks to enhance the capacity of institutions involved in water and natural resource management and improve the ability of water users to sustainably manage water resources for wetland ecosystem protection and biodiversity conservation.

As part of this initiative, Rikolto will recruit a consultant to train WUA leaders and lead farmers (ToTs) on water use efficiency and environmentally friendly agricultural practices using a training-of-trainers model. The goal is to train 96 ToTs across the Katuma catchment, who will then cascade this knowledge to over 10,000 water users.

1.2 Target Group

The project targets three WUAs within the Katuma catchment: Katuma, Msaginya, and Mpanda. Local communities engaged in farming, livestock keeping, and domestic water use will be trained and supported in adopting biodiversity-friendly and water-efficient practices.

2. Scope of Work

The consultant will be responsible for the following tasks:

  1. Deliver Training of Trainers (ToT) sessions to lead farmers and local extension officers on sustainable agriculture, livestock keeping, and water use practices.
  2. Train ToTs in regenerative agricultural techniques such as Integrated Pest Management (IPM), composting, agrochemical handling, Integrated Soil Fertility Management (ISFM), conservation tillage, and indigenous tree planting.
  3. Facilitate the formation of a pool of 96 local trainers (including 6 LGA extension officers) from 18 wards in the Katuma catchment.
  4. Conduct technical training to strengthen WUA management capacity in operational, financial, and technical compliance, particularly regarding water abstraction permits.
  5. Develop practical training manuals tailored to local needs and aligned with the ToT model for broader dissemination to 10,000 water users.
  6. Build ToTs’ capacity on water use efficiency techniques including but not limited to: AWD, drip irrigation, land levelling, direct-seeded rice (DSR), and SRI.
  7. Design awareness-raising messages and slogans for community outreach, including brochures and mobile messaging.
  8. Support the community in managing water infrastructure, e.g., canals, cattle troughs, and permit compliance.
  9. Support the establishment of demonstration plots and facilitate Farmer Field Days in collaboration with LGAs.
  10. Provide technical support to WUA leaders to improve their knowledge of water policies and ensure effective knowledge transfer to community members.
