Call for Proposals – Capacity Building of Farmer Business Organizations

1. Introduction

The INCLU-CITIES Project in Tanga aims to strengthen agribusiness clusters by empowering Farmer Business Organizations (FBOs) to enhance their capacity in business management, governance, and service delivery. A total of 14 FBOs across five clusters—Pongwe, Amboni Cave, Tangasisi-Masiwani, Tongoni, and Kange Mchicha—have been identified as key actors in supporting farmers, SMEs, and value chain stakeholders.

While these groups have potential to transform local agribusiness systems, many still face challenges in governance, financial management, marketing, and institutional sustainability. To address these gaps, the project seeks to engage a consultant to design and deliver a practical capacity building program that equips the 14 FBOs with the necessary skills, systems, and strategies to operate as effective, inclusive, and competitive organizations.

2. Objectives

The overall objective of this consultancy is to strengthen the institutional and business capacities of the 14 FBOs to ensure their effective participation in agribusiness value chains and sustainability within their respective clusters.

Specific objectives include:

• Strengthen governance and leadership.
• Support marketing and collective business models.
• Enhance financial management and access to finance.
• Improve quality management and operations management.
• Foster networking, partnerships, and stakeholder engagement.

3. Scope of Work

The consultant/firm will be responsible for:

• Conducting a needs assessment to identify priority capacity gaps for each group.
• Supporting FBOs to develop/revise constitutions and business models.
• Establishing management guidelines, including HR/personnel manuals.
• Updating member master lists (farms, crops, volumes).
• Developing collective marketing strategies and harvesting/marketing calendars.
• Facilitating contracts and linkages with buyers.
• Strengthening financial planning, budgeting, and risk management.
• Developing financial manuals and procurement guidelines.
• Supporting access-to-finance strategies, reporting formats, and record-keeping systems.
• Guiding FBOs to build partnerships with local government, NGOs, and private sector actors.
• Enhancing FBO roles in agribusiness clusters and platforms.

4. Deliverables

The consultant is expected to provide:

• Revised or new constitutions for each group.
• Marketing strategies and at least one buyer linkage facilitated for each cluster.
• Updated farmer/member master lists.
• Financial manuals, systems, and reporting formats for FBOs.
• Clear strategies for access to finance.
• Guidelines for engagement with stakeholders and service providers.

5. How to Apply
