Rikolto Tanzania, under the Grow Together Programme (funded by NORAD through IDH), is inviting qualified consultants/firms to support the strengthening of nutrition and food system Multi-Stakeholder Platforms (MSPs) in Dodoma and Dar es Salaam. The assignment includes reviewing existing MSPs, developing strategic frameworks and facilitation guidelines, supporting SME/MSME engagement, and fostering policy dialogue for inclusive and nutrition-sensitive food systems. Requirements: Proven expertise in agricultural market systems and MSP facilitation, experience working with SMEs/MSMEs in food and nutrition, strong policy advocacy skills, and fluency in English and Swahili. Consultancy on Strengthening Multi-Stakeholder Platforms (MSPs) Linked to Anchor SMEs in Tanzania

1. Background

Rikolto is an international NGO with over 50 years of experience working with farmer organizations and food chain stakeholders across Africa, Asia, Europe, and Latin America. Our mission is:

Through our global programmes on Rice, Cocoa & Coffee, and Good Food for Cities, we foster trust and collaboration between farmers, the food industry, governments, research institutions, financial bodies, and consumers—addressing the big question: What will we eat tomorrow?

Rikolto East Africa is currently implementing the Grow Together Programme (2024–2028), funded by NORAD through IDH. In Tanzania, the programme focuses on transforming local food markets by strengthening SMEs, improving food security, and scaling opportunities for smallholder farmers.

Urban food systems in Tanzania—particularly in Dar es Salaam and Dodoma—face increasing pressure from urbanization and changing diets. SMEs and MSMEs play a vital role in food production, processing, and retail but remain underrepresented in structured platforms due to limited partnerships, weak capacity, and low policy engagement.

The consultant will:

  1. Review existing MSPs in Dodoma and Ilala (Dar es Salaam), assessing governance, inclusivity, and effectiveness.
  2. Engage stakeholders to identify gaps, challenges, and opportunities in nutrition and urban food systems across key value chains (rice, sunflower, maize, horticulture, beans, livestock).
  3. Develop strategic frameworks to strengthen functionality of MSPs (TASUPA, RCT, nutrition & food platforms).
  4. Draft facilitation guidelines for effective platform coordination, inclusive dialogue, and decision-making.
  5. Facilitate validation workshops to refine frameworks and assess platform progress.
  6. Support policy engagement through studies, briefs, and convening MSP meetings at city level.
  7. Foster partnerships between SMEs/MSMEs, government, private sector, and NGOs to strengthen logistics, branding, and market access.
  8. Promote nutrition awareness and consumer engagement through campaigns, branding, and community-based initiatives.
