Terms of Reference for Supplying Agricultural Inputs and Providing Technical Know-How to Demonstration Plots in Arusha, Kilimanjaro, Mbeya, and Songwe Regions

1. Background Information

Rikolto, in collaboration with Simusolar, is implementing a three-year project funded by the Belgian government (Flemish Government, G-STIC CAP Program). The project, known as “Kilimo Stahimilivu”, commenced on February 1, 2023, and will run until June 30, 2026. It aims to demonstrate and scale up the use of integrated solar-powered drip irrigation systems in the Northern and Southern Highlands of Tanzania to enhance smallholder vegetable and fruit farmers' resilience to erratic weather patterns while protecting and conserving water sources.

The project directly benefits approximately 9,000 farmers in the regions of Arusha, Kilimanjaro, Mbeya, and Songwe. These farmers will learn from at least 40 demonstration farms, showcasing the use of integrated solar-powered pumps and drip irrigation systems. As of January 2024, the project has expanded to include six additional regions: Iringa, Njombe, Manyara, Tanga, Morogoro, and Dodoma.

Rikolto seeks to engage two agricultural input suppliers—one in Northern Tanzania and one in Southern Tanzania—to supply agricultural inputs and provide technical expertise for at least 40 demonstration plots.

2. Objective of the Consultancy

The primary objective of engaging these consultants is to supply horticultural inputs and provide technical expertisefor the establishment of demonstration plots. The demonstration plots will illustrate the technical and economic efficiencies of integrated solar-powered drip irrigation systems, which have already been purchased and installed by selected farmers in Arusha, Kilimanjaro, Mbeya, and Songwe regions.

3. Methodology

Consultants are expected to propose a methodology for implementing this assignment in the four regions.

4. Scope of Work

The expected deliverable is that at least 40 farmers will receive agricultural inputs and technical support to establish demonstration plots. Additionally, input supply may be extended to agricultural exhibitions, such as the Nane Nane Exhibition and similar events.

5. Qualifications and Experience

Applicants must meet the following criteria:

i. A minimum of a BSc in Agronomy, Horticulture, or General Agriculture from a recognized institution.

ii. Must be registered with relevant government regulatory bodies, such as company registration, agro-dealer certification, agro-shop licenses, or as a Village-Based Advisor.

iii. Must be government-compliant, including the ability to issue EFD receipts.

iv. A minimum of three years of experience in supplying agricultural inputs and providing technical know-how to rural farmers in Arusha, Kilimanjaro, Mbeya, or Songwe regions.

v. A strong affinity with the objectives and methodology of the Kilimo Stahimilivu project.

vi. Ability to work independently and efficiently.

7. Duration of the Assignment

This assignment will be implemented through demonstration plots based on an agreed-upon work plan in Arusha, Kilimanjaro, Mbeya, and Songwe regions, with a completion deadline of January 31, 2026.
