Background and Context
Indonesia is renowned for its extensive experience in rice cultivation and the hospitality industry, where rice holds both economic and cultural significance. The Indonesian National Research and Innovation Agency (BRIN) has documented 63 varieties of rice main dishes. In contrast, East Africa has limited rice-based food products and snacks. Inspired by the diverse rice dishes witnessed during the Global Rice Programme Team meeting in Indonesia in 2024, we, as part of our Healthy Rice Initiative (HRI) which is aimed at sparking a new food revolution in Tanzania and Uganda, are aiming to enrich Tanzania and Uganda’s local rice-based food products and transform local food systems by leveraging Southeast Asian expertise. This will attract more youth and women into the cooked rice and snack businesses. The new food formulation from sustainably produced rice will also offer an opportunity to build resilient, sustainable rice-based agri-food systems that reflect Tanzanian and Uganda identity.
Scope of Work
The objective is to innovate and co-formulate with a total of 150 culinary professionals (chefs, food vendors, caterers, and food entrepreneurs) from Tanzania (Arusha and Mbeya cities respectively) and Uganda (Mbale city) new rice recipes (cooked rice and snacks derived from rice) from sustainably produced rice. The assignment involves:
• Co-formulating and innovating new rice recipes with the 150 culinary professionals (50 in each city).
• Evaluation of the recipes by consumers (and improvement of most popular recipes based on feedback)
• Training the culinary professionals on preparing the innovative/new recipes
• Preparation of recipe books for most popular menu items/products
Expected Deliverables
• Development of a minimum of 20 new rice recipes (cooked rice and snacks).
• 150 professionals trained on preparing of the innovative/new recipes
• Recipe books developed for most popular products
• A training report
Duration of the Assignment
The assignment will span 24 working days.
Qualification of the Consultant(s)
The consultant should be a competent and experienced chef instructor with expertise in preparing southeast Asian rice-based dishes and value-added products. The consultant will work under the coordination of the Tanzania and Uganda rice program managers.
