TERMS OF REFERENCE (ToR) RICE VALUE CHAIN ANALYSIS - Southern Highlands of Tanzania

1.0 INTRODUCTION

Rikolto is an international network organization with more than 40 years of experience in partnering with farmer organizations and food chain actors across Africa, Asia, Europe, and Latin America. The question which guides our work is: What will we eat tomorrow? How can we guarantee that future generations retain access to affordable quality food, knowing that climate change, low prices, and poverty are forcing increased farmers from the land? Rikolto believes that small-scale farmers, who produce 70% of our food worldwide, are a big part of the solution.

Together with local partners in Tanzania, Rikolto is working towards ensuring that the rice sector in Tanzania is more resilient, sustainable, and inclusive, providing a living income for producers and agribusiness entrepreneurs, including women and youth, while increasing the availability of sustainably produced food products on the market. Within this scope, Rikolto seeks to support the development of a sustainable rice value chain in the southern highlands of Tanzania. With this ToR, Rikolto aims to identify and select a service provider who can conduct a short analysis of the rice value chain in the southern highlands of Tanzania.

2.0 Background

Rikolto has recently started implementing a 5-year (2022-2026) sustainable rice program in the southern highlands of Tanzania, based on a food systems approach. Rikolto is keen to understand in more depth the business opportunities and barriers that exist in the sustainable rice value chain, and what needs to be done to unlock the potential of safe and healthy rice, so Rikolto can then develop with its partners and other stakeholder's strategies to sustainably transform the sector in Tanzania.

3.0 Assignment

Objectives

The main objective of this assignment is to carry out a value chain analysis and market assessment for sustainably produced rice, to inform further value chain development. In particular, the value chain analysis and market assessment should shed light on the status and viability of existing and potential markets for sustainable rice.

The specific objectives are:

  1. Plan and conduct a market assessment and value chain analysis focusing on:
  • Identifying the major local and regional market actors (consumers, sellers, traders, intermediaries, …)

  • Identifying if there is overlap of regions and/or farmer organizations targeted by those market actors for potential bundled service delivery.

  • Identification of producer organizations/production areas- run a light assessment of the identified producer organizations by collecting data on type of organization, level of formalization, number of farmers, financial health and if any services are provided to farmers (This evaluation can be limited to the top 5 producer organizations)

  • Assessment of size of markets, volumes of sale, market integration/segmentation

  • Identification of weakest linkages and bottlenecks in the supply chain and opportunities to make it more productive (e.g., through improved flow of knowledge)

  • Identification of the enabling environment including mapping of relevant local stakeholders (government institutions, service providers) and their roles in activating and enhancing investments for sustainable rice

  • Local market structure and key risks/barriers in the enabling environment

  • Procurement mechanisms, market requirements (quality and other standards, conditions for delivery) and prices

  • Identification of existing service delivery actors active in the sustainable rice value chain

  • Identification of specific opportunities for women and youth to be involved in the sustainable rice value chain

  • Identification of local businesses (processors, manufacturers) relevant for producers to connect with and what they can offer to the companies

  • Identification of available value-added rice products

  • Identification of possible new links that can be created and existing links that can be improved

  • Analysis of the supporting functions that are required to make the value chain work, including both existing and missing support functions (e.g., infrastructure, information, related services)

  1. Write a market assessment and value chain analysis report, which includes an executive summary and practical recommendations that can be used to inform the development of viable, sustainable, and locally appropriate strategies aimed at creating viable sustainable rice value chains. The set of recommendations should include actions, partnerships, and investments necessary to ensure sustainable production, off-take, and consumption of sustainable rice. The proposal should include an appropriate methodology for primary data collection and data collection tools (e.g., market survey, interviews with market actors, key informant interviews) that will be used to conduct the market assessment and value chain analysis.

Deliverables

  1. Plan of action containing the framework of proposed assignment, methods of analysis, and data acquisition (including additional studies and surveys), a workplan and a timeline.

  2. Draft report.

  3. Sense-making workshop with Rikolto team

  4. Final report. The Market Assessment and Value Chain Analysis report should include at least:

  • Executive summary

  • Background

  • Methodology and documentation of the process

  • Limitations and challenges

  • Findings of market assessment (SWOT analysis, potential for growth and profitability of sustainable rice)

  • Chapter with findings of the sustainable rice value chain (market players, rules, policies and regulations, supporting functions in addition to sourcing, production and marketing mechanisms)

  • Conclusion of market assessment and recommendations, including opportunities and challenges for the value chain

4.0 DURATION OF ASSIGNMENT
The assignment is expected to last 30 working days.

5.0 PROPOSAL REQUIREMENTS

Rikolto is requesting interested service providers to hand in a proposal of maximum 10 pages (excluding company biographies, CVs, sample work and references). The proposal must at least include:

Content:

  • A succient, well-documented approach addressing the requirements set out in this ToR

  • Maximum of three client references and a sample of previous work relevant to the deliverables in this ToR

  • An overview of the project team, including the CVs of the project team members

  • Budget presented in TZS (ex. VAT) with a break-down of days/rate per project team member

6.0 SUBMISSION OF PROPOSALS All interested and qualified applicants are required to submit their proposals at eastafrica [at] rikolto.org before 24th April 2023.

7.0 DISCLAIMER

Rikolto reserves the right to update, change, extend, postpone, withdraw, or suspend the ToR, this tender procedure, or any decision regarding the selection or contract award. Rikolto is not obliged in this tender procedure to make a contract award decision or to conclude a contract with a participant. Participants in the tender procedure cannot claim compensation from Rikolto, any affiliated persons or entities, in any way, in case any of the situations occur. By handing in a proposal, participants accept all the terms and reservations made in this ToR, and subsequent information and documentation in this tender procedure.
